No its not a balk. There is no infraction rule. The ump tells the player and the 2nd time can eject from the game..thats it

Both feet must be in fair territory. It is never enforced, but it is technically a balk.

If in fact a ball is hit at the firstbaseman and he makes the play in foul territory it is a deadfall and no pitch.
